This is new, and in it's sealed retail box. You put on top of your moisturizer, and it seals in the moisture, and then primes your skin by putting a barrier over the moisture, locking it in, and reducing the look of fine lines/wrinkles, and allows your makeup to glide on, without settling into the lines/wrinkles. It has a cooling effect when applied, which comes from the aloe extract.  Great to wear alone over you moisturizer, or under your foundation. Either way it smooths your skin to perfection!
